   Born in England. Entered the Inner Temple, London, 1851; governor of the colony of Neiro, 1860; governor of the island of St. Vincent, 1861; governor of Newfoundland, 1864-1869; governor of British Columbia, 1869; governor of Natal, 1872; governor of South Australia, 1873; governor of Jamaica, 1877; governor of Queensland, 1888.
